Connu localement sous le nom de Tokyo Metropolitan Museum of Photography (TOP Museum), cet établissement du gouvernement métropolitain de Tokyo a ouvert en 1990 avant d’être transféré dans son bâtiment actuel, à Yebisu Garden Place, en 1995. Il compte ainsi parmi les premières galeries du Japon entièrement consacrées à la photographie et à l’art de l’image en mouvement, plutôt qu’à l’œuvre d’un seul photographe. Ses trois niveaux d’exposition accueillent des expositions indépendantes, renouvelées régulièrement, issues de ses propres collections ou présentées en itinérance, ainsi qu’un cinéma et une bibliothèque spécialisée en photographie. Le bâtiment a fait l’objet d’une importante rénovation de 2014 à 2016.
