Ouvert en 1926 sous le nom de Tokyo Prefectural Art Museum, il fut le premier musée d’art public du Japon, fondé grâce au don du magnat du charbon Keitaro Sato. Reconstruit en 1975 d’après un projet moderniste de l’architecte Kunio Maekawa, qui a enfoui une grande partie du bâtiment afin de l’intégrer avec discrétion à la végétation du parc d’Ueno, il accueille aujourd’hui de grandes expositions internationales réunissant des œuvres prêtées, ainsi qu’un calendrier dense d’expositions organisées par des sociétés et collectifs d’artistes qui louent ses galeries. L’accès au bâtiment est gratuit ; les expositions temporaires font l’objet d’une billetterie distincte.
