Ouverte en 1999 au sein du complexe Tokyo Opera City Tower, cette galerie propose environ quatre expositions temporaires par an, consacrées à la peinture, à la sculpture, à la photographie, au design, à la mode et à l’architecture. Elle organise également « project N », une série de présentations monographiques au long cours consacrée à de jeunes artistes japonais, dans le couloir du 4e étage, et expose périodiquement des œuvres de la Terada Collection, dédiée à l’art japonais de l’après-guerre. La galerie se trouve dans la même tour que l’Opera City Concert Hall, à quelques minutes à pied de Shinjuku.
