Znane lokalnie jako Tokyo Metropolitan Museum of Photography (TOP Museum), ta instytucja podlegająca władzom metropolitalnym Tokio została otwarta w 1990 roku, a w 1995 roku przeniosła się do obecnego budynku w Yebisu Garden Place.
