Conocido localmente como Tokyo Metropolitan Museum of Photography (TOP Museum), esta institución del Gobierno Metropolitano de Tokio abrió sus puertas en 1990 y se trasladó a su actual edificio de Yebisu Garden Place en 1995. Fue así uno de los primeros centros de Japón dedicados íntegramente a la fotografía y al arte de la imagen en movimiento, en lugar de a la obra de un solo fotógrafo. Sus tres plantas expositivas presentan muestras independientes y rotatorias, procedentes de su propia colección y de exposiciones itinerantes, además de albergar un cine y una biblioteca especializada en fotografía. El edificio fue objeto de una importante renovación entre 2014 y 2016.
