Das Tokyo Photographic Art Museum, vor Ort auch als Tokyo Metropolitan Museum of Photography (TOP Museum) bekannt, ist eine Einrichtung der Stadtverwaltung von Tokio. Es wurde 1990 eröffnet und zog 1995 in sein heutiges Gebäude im Yebisu Garden Place. Damit zählt es zu den ersten Institutionen Japans, die sich ausschließlich der Fotografie und der Kunst mit bewegten Bildern widmeten, statt dem Werk eines einzelnen Fotografen. Auf drei Ausstellungsebenen werden unabhängig voneinander wechselnde Präsentationen aus der eigenen Sammlung und Wanderausstellungen gezeigt. Hinzu kommen ein Kino und eine auf Fotografie spezialisierte Bibliothek. Von 2014 bis 2016 wurde das Gebäude umfassend renoviert.
