Inaugurat el 1926 amb el nom de Tokyo Prefectural Art Museum, va ser el primer museu d’art públic del Japó, fundat gràcies a la donació del magnat del carbó Keitaro Sato. Reconstruït el 1975 segons un projecte modernista de l’arquitecte Kunio Maekawa –que situa bona part de l’edifici sota terra perquè s’integri discretament en la vegetació del parc d’Ueno–, avui acull grans exposicions internacionals d’obres cedides en préstec, juntament amb un ampli programa d’exposicions organitzades per associacions i col·lectius d’artistes que lloguen les seves sales. L’accés a l’edifici és gratuït; les exposicions especials tenen una entrada pròpia.
