افتتح Duncan Phillips هذا المتحف عام 1921 داخل منزله الخاص في حي Dupont Circle، وذلك قبل خمس سنوات من ظهور أي صرح مماثل في New York؛ ولم يفقد المكان طابعه المنزلي الحميم حتى اليوم. يضم المتحف ما يقرب من 6,000 عمل فني معروضة في قاعات تمنحك شعور التواجد في بيت دافئ؛ حيث يجاور El Greco أعمال Cézanne، ويلتقي Bonnard مع Rothko، في تنسيق يهدف إلى إشعال حوارات فنية تتجاوز العصور بدلاً من التقيد بترتيب زمني جاف. وتعد لوحة 'غداء في حفل الزوارق' (Luncheon of the Boating Party) لـ Renoir درة تاج المجموعة، إلا أن قاعة Rothko Room وغرفة شمع العسل للفنان Wolfgang Laib هما ما يظل عالقاً في أذهان الزوار طويلاً بعد مغادرتهم. وقد ساهم جناح عام 1960 ومبنى Sant Building الذي شُيّد عام 2006 (ويقع أغلبه تحت الأرض) في توسيع المتحف دون المساس بأجواء المنزل اللندني العريق.
