这座红砖监狱由日本帝国于1908年建成,名为Gyeongseong Gamok。在80年的殖民统治、国家分裂与独裁时期,它关押了韩国独立运动人士,其中包括少年烈士柳宽顺。监狱于1987年关闭,现存11座原有建筑,包括牢房区、地下刑讯室、瞭望塔,以及设有隐蔽运尸通道的刑场建筑。自1998年起,这里作为历史博物馆和纪念公园开放,直面韩国争取独立的斗争与现代政治史。
